KMRL Director Recruitment 2022 Qualification Details

Kochi Metro Rail Limited (KMRL) a 50:50 Joint Venture of Government of India and Government of Kerala incorporated for the implementation of the Kochi Metro Rail project in Kochi and for its operation & Maintenance intends to appoint the following official

1. Name of the Post : Director (Finance)

2. Date of vacancy : 01.06.2022

3. Pay Scale of the Post : Rs.180000 – 340000 (IDA) and other allowances/ perks/privilege.

4. Duration of Appointment : The appointment will be on Deputation/ contract basis for a period of 5 years, or up to the date of superannuation, whichever is earlier. Preferance Shall Be Given To Deputationists.

5. Educational Qualification: 

  1. The applicant should have the qualification of Chartered Accountant or Cost Accountant or MBA/ PGDM (full time 2 year course) with specialization in Finance from Premier management institutes such as Indian Institutes of Managements. Preference would be given to Chartered Accountants
  2. OR Officers of organized Group A Accounts Services (i.e. Indian Audit & Accounts Service, Indian Defence Accounts Service, Indian Railways Accounts Service, Indian Civil Accounts service, Indian P &T Accounts & Finance Service and Indian Cost Accounts Service)

6. Work Experience

  1. At least 25 (Twenty-Five) years post qualification experience in Project Finance/Finance and Accounts/Audit/setting up Financial, Accounting and Audit systems and procedures in a large public or private sector organizations of repute. Candidate should have knowledge and experience in managing financial and accounting software.
  2. Candidate should be well versed with the latest accounting standards including GAAP, as well as developments related to IFRS, taxation, investment and portfolio management, raising of funds, tendering and contracting. 
  3. Should have proven ability to handle related functions independently and lead a team of finance& accounting. 
  4. Individuals with experience and knowledge in securing funds fromexternal agencies and its management will be preferred. 
  5. Subject to fulfilling other requirements, candidates from listed private sector companies would be considered if the annual turnover is Rupees One Thousand Crores or more. (The Average audited annual turnover of three financial years preceding the calendar year in which the post is advertised shall be considered for applying the approved limits). 

7. Minimum requirements on scale of pay (to be reckoned as on 01.06.2022)

  1. Public Sector Executives in the pay scale of Rs. 120000 – 280000 (Revised), or, Rs.51300-73000 (Pre-revised IDA), or higher. OR b) Government Officers working in level 14 of the 7th CPC or Senior Administrative Grade (SAG) (with Grade Pay of Rs.10000 CDA of Rs. 37400- 67000 (Pre-revised), or higher
  2. In case of candidates working in eligible private sector companies, Minimum CTC should be Rs.32.00 lakhs per annum and candidates should have been working at Board level position or one level immediately below the Board level. The minimum length of service required in the above scale/pay shall be three years as on 01.06.2022. Proof of drawing scale of pay/ CTC for the three-year period to be furnished (Payslips/ IT returns).

Minimum (in years): 45 Years as on 01.06.2022. Maximum age (In years): 57 Years as on 01.06.2022 Should possess 3 years of residual service as on 01.06.2022 Age of Superannuation: 60 years for the post of Director in KMRL

Job description and responsibilities

The incumbent shall be a member of the Board of Directors of KMRL and will report to the Managing Director of the Company. He/ she will be responsible for all Finance related work in KMRL. He/ she will be the overall in-charge of Finance, Accounts, Audit functions and fund management of the organization and shall be responsible for – 

  1. Improving and implementing a comprehensive financial management plan 
  2. Providing operational oversight from finance/ accounts angle for overall project implementation 
  3. Coordinating the consolidation of the annual, short and long term financial plans, budgets, forecasts; preparing, analyzing and reporting the results to the management 
  4. Optimizing deployment and ensuring adequacy of financial resources during the implementation of the project 
  5. Appraisal of financial risks and remedial actions 
  6. Coordination with Govt. of India, Govt. of Kerala, financial institutions in India and overseas. 

He/ she shall also oversee and supervise the Human Resource & Administration, functions of KMRL.

KMRL Director Vacancy 2022 Selection Procedure

KMRL reserves the right to shortlist the applicants for interview. The decision of the selection committee shall be final. The candidates shortlisted for the interview will be advised through email and shall be eligible for reimbursement of to and fro, economy class air fare, or, AC 2 tier railway fare.

  3. Candidates who have applied against the earlier advertisement of KMRL for this Post i.e. applied between 01.02.2022 and till 08.03.2022, NEED NOT APPLY AGAIN. Their submitted applications shall be considered, subject to the relaxed eligibility conditions mentioned herein.
  4. The last date of receipt of complete application in hard copy in KMRL shall be 19/04/2022. In case of soft copies, the applications received on the designated email id (hradmin@kmrl.co.in) till 19/04/2022 (11.59 PM) shall be considered.
